In response to the vision statement of the United Nations Education Transformation Summit and to fulfill the solemn commitment made to UNESCO, the international version of China's National Smart Education Public Service Platform was officially launched at this World Digital Education Conference.

In the "Resource Service" section of the international version of the China National Smart Education Public Service Platform, the first batch of about 780 courses were launched, covering 12 disciplines and 17 major professional categories such as literature, engineering, science, and art. The teachers are from more than 100 high-level institutions such as Tsinghua University. At the same time, the platform also links digital resources such as the National Museum of China, the Palace Museum, the Mogao Grottoes in Dunhuang, and the Henan Museum, so that students can experience and learn Chinese culture immersively. The "Government Service" section focuses on "Study Abroad Services" and "Examination Services", and can provide 7 services including "Visa Services", "Academic Certification Services", and "Chinese Proficiency Test (HSK)" for international students in China.

According to the Global Digital Education Development Index released by the Chinese Academy of Educational Sciences, China's ranking has jumped from 24th to 9th in three years. The top ten countries are: the United States, Finland, South Korea, Singapore, France, Germany, the United Kingdom, Australia, China, and Estonia.

According to Li Yongzhi, president of the Chinese Academy of Educational Sciences, in the past three years, China has made significant progress in the construction and application of digital resources, the cultivation of digital literacy, and the construction of a digital education system through the implementation of the national education digitalization strategic action. The Chinese Academy of Educational Sciences proposed that the development of global digital education can be divided into five stages: transformation and start-up, resource sharing, data-driven, AI integration, and ecological reconstruction. There are certain differences in the level of digital education development in various countries in the six index evaluation dimensions of digital literacy improvement, digital education system construction, digital education system innovation, digital education content reconstruction, digital teaching reform, and digital education governance upgrade. Judging from the index ranking, countries with high levels of global digital education development have certain clustering characteristics and leapfrog development characteristics.

We have mined, sorted and compared the digital education data and information published by international organizations and 206 countries and regions, and selected 62 advanced countries with relatively complete data and relatively advanced digital education development. Among the six evaluation dimensions of the index, the weakest dimension among all advanced countries is institutional innovation.
